The year 2023 is already in full flow! We wish you all a good start, with many interesting encounters, exciting projects and new perspectives!  

We have started the new year with a few updates. You will find details in this newsletter. Our newsletter has also changed: from now on you will receive a short monthly overview of updates, upcoming events and announcements. Every six months you can also read an interview with an expert on a current topic in the newsletter.

Administration

Earthquakes in Turkey and Syria  
The Federal Foreign Office provides answers to the most frequently asked questions about the earthquakes in Turkey and Syria. What visa requirements apply if affected relatives are to be brought to Germany? What does the Berlin Senate’s simplification of the visa procedure mean?

Croatia is part of the Schengen area 
As of January 2023, Croatia is part of the Schengen area and the eurozone.

Künstlersozialkasse 
The contribution rate for artists' social insurance increased from 4.2 % to 5.0 % in 2023.

Flat-rate amounts for business trips abroad 
Information from the Federal Ministry of Finance on flat-rate amounts for additional expenses for meals and accommodation costs for business trips abroad from 1 January 2023.

Tax treatment of travel expenses 
Information from the Federal Ministry of Finance on the tax treatment of travel expenses and travel expense reimbursements for business and work-related trips abroad as of 1 January 2023.

Midijob 
The upper remuneration limit will increase from 1,600 euros to 2,000 euros per month from January 2023. Up to the income limit, employees pay lower social security contributions.

Easier access to unemployment benefits for predominantly short-term employees 
Easier access to unemployment benefits is established for employees who are predominantly employed for a short period of time. The regulation takes into account also the specifics of the arts and culture sector.

Bürgergeld 
From January 2023, the "Bürgergeld“ will replace the previous unemployment benefit II (colloquially known as Hartz IV) - as basic security for jobseekers.

Supply chain act 
From January 2023, the Supply Chain Act will come into force: human rights and environmental protection will be strengthened in global supply chains. Initially, the law will apply to companies with at least 3,000 employees.

Authentication of signatures on documents – competence 
Since January 2023, the Bundesamt für Auswärtige Angelegenheiten - BfAA (Federal Office for Foreign Affairs) has been responsible for the final certification of signatures on German public documents for use abroad. Previously, the Bundesverwaltungsamt (Federal Office of Administration) was responsible.

“Chancen-Aufenthaltsrecht” 
The “Chancen-Aufenthaltsrecht” has been introduced as of January 2023. It is intended to give those who have “tolerated” (Duldung) status a permanent right of residence in Germany.

Are you an employed artist or working self-employed abroad and taking on a mini-job in Germany? Or would you like to employ an artist from abroad as a mini-jobber? In this article you can find information on regulations that apply regarding social security.  

touring artists is Brexit Infopoint  
Since autumn 2022, touring artists includes Brexit Infopoint. We offer information and advice on questions specifically related to mobility between the UK and Germany.   
The website contains information on entry requirements, regulations on employment, customs regulations, etc. Here you can also read the article by musician Sebastian Eppner on his experiences of 'touring with a carnet'.

Brochure 'Der Reisebegleiter / The Travel Companion’  
Our brochure 'The Travel Companion' has also been published in its 5th updated and expanded edition in a new design. It gives - in a small format on about 90 pages - an overview of the entire range of information and advice offered by touring artists, with helpful insights into various administrative topics, info sources, checklists, etc.

Here you can meet touring artists in February and March 2023:  

15-17 February 2023: Digital symposium - Money Matters: accounting and procurement law explained, inquired and discussed.   
The Performing Arts Programme Berlin looks at an important topic in the independent performing arts: accounting and procurement law. During the multi-day digital symposium, the topic will be reflected from different angles.  
touring artists, PAP and PerformYourArt are organising the workshop "Ways through the labyrinth of accounting".

20 February 2023: MONTHLY MEET-UP - Working as a film artist in Berlin   
touring artists' MONTHLY MEET-UP meets GOETHE-INSTITUT IM EXIL. We invite transnational filmmakers who are new to Berlin to ACUD MACHT NEU. We have guests who can look back on a longer experience as filmmakers (in Berlin and in Germany): Bärbel Mauch (film director and producer) and Mohammad Shawky Hassan (film director). They will give an insight into their work and share their experiences of the film industry in Berlin and Germany. At the same time, we want to get to know you and your projects and provide space for networking.  
For the first time we are cooperating with the programme Goethe-Institut in Exile. In many countries Goethe-Instituts and other cultural institutes had to be closed due to war or censorship. Goethe-Instituts in Exile aims to create a space where artists can meet, exchange and discuss.

The Performing Arts Programm Berlin and touring artists are hosting a webinar on 'Taxes International' in English.

Brexit - All about touring in the UK   
touring artists was a guest of Initiative Musik on 8 February 2023 and co-hosted a webinar on 'Touring in the UK'. The webinar presents the most important changes and consequences of Brexit for musicians and representatives of the German music industry. Among other things, it deals with the new entry regulations to the UK, aspects such as taxes, social security and transport/customs regulations in the UK.
