Term used in European legislation. Harmonization refers to the mutual approximation of the legal and administrative provisions of the EU Member States. Unlike the unification of laws, harmonization does not aim to replace national law with community law. Rather, it leaves the national legislation in place, but sets guidelines for its implementation. The Directive is a typical means of achieving this end.
